2) Unfortunately, in 2013, there's no Prussia on the map (give me a few decades, I swear to god, I'll get it back), so I would probably keep her nation-status tied to the Prussia from her alternate Earth. HOWEVER, if there is ever a point where she would declare Locke City as Prussian territory (through various treaties and declarations that no one will ever probably read), would I be able to tie in Hetalia bullshit?
It would mainly mean that she would be effected physically by troubles happening in the city (pain, sometimes wounds if there's legit turmoil happening), the economic system (colds and illnesses), and a general attitude or feeling for the city (man, there sure is a lot of negative feeling out there today). Acting as an egregore ties mostly into being acted upon by outside forces, not necessarily having any power or control of the lands she represents.
