Now it works on anything that can be considered "living". Mostly this is to include humans, but also canon showed that soil and water counted as well. Still only to current levels, in a person it would at most be to the point of making them feel sleepy and that would pass in about a half an hour or so or if the person eats or sleeps. Obviously it would require permission if used on any player's character. It's not going to work on creatures that aren't considered living (like undead, vampires, robots, etc.) Anything that is partially one of those creatures would have the effect lowered accordingly.
