Whereas Dark Precure draws upon the powers of darkness, Cure Moonlight draws upon the powers of... well, flowers, light, and all the good things in people's hearts.
It works basically the same as it does for Dark Precure as mentioned here. Moonlight has shown capability of both firing it as rapid small bursts and larger bursts when held in charge for a few moments. Though she is drawing from the powers of goodness and all that, it lacks the purifying power of her yet to be obtained Forte Wave or Fortissimo. Still, its explosive impact is liable to not be pleasant to the average person, and she has even blown through floors with it in the past when charged (though in a more controlled manner that Lily does not yet have capability of from sheer lack of experience.)
Of note, her "Moonlight Silver Impact" technique is basically just this energy applied in close quarters, laying her palm on an opponent and THEN generating the power. She... doesn't know about that yet in the slightest, so that won't be coming up yet.
tl;dr - just that same power Jasmine got back, only powered by flowers and happiness rather than evil.
