Reason for Echo: Elian raising the possibility of using Cybertronian as a cipher in Matt's recent post.
What is returned: Sugar variant of the Joint Army/Navy phonetic alphabet, which was used to standardize and clarify radio communication between branches of the US military during and after WWII. It's probably the simplest of the various codes Steve learned and used during the war and not even really a secret one, but it can still be confusing to someone unfamiliar with the concept of using whole words to represent their starting letters.
