The distinction came during a civil war after the Quints were overthrown when the military guys went woah hey we're stronger, we should be in charge and take over all the things while the civvies went ahahah how about no? > The number of types for mass production is sort of an in-joke and sort of canon -- the cartoon re-used a LOT of Starscream's animation model to fill out crowd scenes, so there's a LOT of robots that turn into F-15 fighters running around. If one extrapolates, that means that Starscream's unit specifically was either mass produced, or just had a really good survival rate during the war for whatever reason (unlikely???)
