A Tier 2 Echo is like two Tier 1 Echoes happening in one Echo OR an Echo that's too strong/potent/what have you to count as a Tier 1. Because you're going for a canon recurrence as a Tier 2, the recurrence has to be particularly strong -- something that's very similar or related to the Echo you're requesting.

Because Inga was neither fighting or experiencing the emotions related to her fighting outfit, the proposed canon recurrence isn't strong enough to trigger a Tier 2 Echo.
