Fourth Echo - That's... a reasonable argument. Isaac frequently interacted with police during his crime spree in the 1930s. And while he did continue this spree well into the 21st century, I'm gonna go ahead and say this echo is the ability to tell if he's talking to a disguised Prohibition-era cop. Mostly for the hell of it. At some point, I'll simply review canon to see if this ability carries over to present times.
