Reason for Echo: Alien speech, viewed on television during the nightly news.
Type and tier: T1: Ability
What is returned: Winter will be regaining some of Rikka's strength and dexterity that's accessible to her outside her form as Cure Diamond. Rikka demonstrates a few times in canon that while she isn't as strong as Diamond is by any means (or as strong as certain other Precure are as civilians; I'm looking at you, Yuri), she's got more than enough to hold her own in a pinch, even outright sparring with Makoto - who is the next best thing to the royal guard - and keeping up. Winter will regain about half of Rikka's additional power, giving her strength, dexterity, and flexibility, but not huge amounts of each; I don't think a tier 1 Echo is strong enough to really do something massive. The difference will be noticeable - she will be approaching the point of "oops, I snapped a pencil" that she was hoping to avoid, for starters - but she won't be able to do anything too crazy.

Reason for Echo: Vermini hunting in the streets of Vegas.
Type and tier: T1: Memory
What is returned: Winter's going to be getting a memory of the specific things Rikka's team fought: the Selfishness. Literally, they're expressions of the selfish thoughts in a person's heart, turned into monsters that cause chaos and in turn generate further selfishness. The average person recognizes they're being unreasonable and dials back their feelings; the generals of King Selfishness take advantage of the exposed weakness and draw the selfish feelings out of the victim's Psyche, basically their heart. When that happens, the general for the day is able to turn the heart into a monster, and it's the Precure's job to stop that monster and purify the Psyche inside it to save the host. All of this is pretty much part of the opening handbook, and is explained by Cure Sword relatively early on. The vast majority of this information is just good stuff to know, even if it doesn't tell Winter anything about the people she was associated with. Oops.
