What is returned:

the power: Shintaro has dormant power that is awakened when he sees the photograph for the first time. The power is called the ability "to burn things into the eyes" which, in canon, gave him back a lot of memories from his past timeloops but also serves to give him some photographic memory, even while in its dormant form. While he will not be getting the memories back, I would like to get him back the photographic memory part that allows him to remember everything he sees, hears, or experiences. It just makes him really good at remembering shit.

the memory: Seeing the photo for the first time is also the first time Shintaro, in Locke, sees Ayano Tateyama (the girl with the scarf), and seeing her will give him back his memories of who she is (an old friend whose sudden death caused Shintaro to drop out of school and become a shut-in because he blamed himself for it), because seeing the picture brought back memories about her he was repressing in canon, anyway.
