To whom the item is Echoed back is mostly up to player discretion. If the characters are already in the game and each has a strong case as to why the item is most important to that character, then players ought to discuss who eventually Echoes back that item. If an agreement cannot be met, then we encourage players to bring the matter to us.

If the item is most important to multiple characters, but only one of those characters is currently in the game, then we operate on a first come, first serve basis. Assuming the Echo is approved and the reasoning is sound, that character will receive the Echo and no others may (unless that character is dropped and loses their Echoes).
