2) He hears the previous Glens as voices in his head. There's a kind of headspace shown occasionally, too, which reflect what each person is doing at the time, but they're always represented by more shadowed figures/silhouettes than actual people save for the current Glen.
They exist more like genetic internal personalities, less like genetic memory. The previous Glens are in not especially cooperative or forthcoming with information, and memory itself isn't shared between them unless they choose to share it with the other Glens.
This is pretty complex, but I'll describe. In canon, Glen Baskerville is both a title and name passed on to the person chosen to be its successor. Glen Baskerville normally lives for a hundred years as part of the Law of 100 Cycles (a reincarnation cycle). When he's close to dying, he chooses a successor and an ascension ceremony takes place to formally pass the title and powers on to the next Glen. The previous Glen's body deteriorates and is turned into a Chain. The new 'Glen Baskerville' takes upon all of the consciousnesses of the previous Glen Baskervilles, including the one he replaced. Exponentially this adds a new consciousness to the mix each time the title is passed on.
Leo is an oddity. He wasn't chosen to be Glen and he didn't go through the original Ceremony. The last cycle was interrupted and Glen's body was destroyed, his soul basically broken apart and locked away. Leo was born as Glen's vessel. Since birth he has already had the collective consciousnesses of the previous Glens talking to him, but he is also sometimes able to forcefully block out their voices. In his teens, he does undergo the ceremony of ascension, becoming the next Glen but he's also taken over by a former Glen's personality because he's unable to cope/unwilling to continue going on due to trauma.
So basically, he's got a party of potentially unhelpful people in his head spanning whoever long there has been a Glen Baskerville. Considering how meta Pandora Hearts has become, that's a very long time. They don't share memories unless they choose to chat it up with the new Glen.
