1. The first Echo needn't be a memory. They can be any type of Echo at all, just so long as it isn't massively character altering right off the bat. We've had some memory, ability, physical and item Echoes to start. But to answer the actual question, sure, headcanon is fine. It'll be considered a part of the character if they're accepted anyway, so no big deal.

2. At present, Echoes are limited to PCs and (super rarely since it feels like cheating) Mod NPCs, and it's probably going to stay that way until about Season Four. I will mention though that characters accepted via combo app are considered to be one character for AC (and everything else but IC matters), so there's that. If you want to try her individually first but worse comes to worse and it looks like Dakki really does need Kijin and Kibi to work, combo apps can be retroactively applied.

3. There's no really no upper limit to the sort of power levels characters can eventually gain. It's just that the stronger and more numerous those powers are the longer it will take to obtain them. I might shove restrictions on individual Echoes to prevent meteoric rises to power, but that's it. I'm going to be specifically adding threats and events that match up to the current character's capabilities and later seasons are going to have some ridiculously powerful entities showing up anyway. So long as you get player permission for their use on PCs and mod permission for large scale use on NPCs, not a problem.

4. No strict time limit at the moment. After about a month (from game start, for those made before we opened) I'll contact individuals and see if they're still interested and if they are let it ride for now.
