Location: Based in the USA, though they can also be found abroad when there is need for it, when they are stationed there or as a part of NATO/UN peace corps troops.

History/Status: Generally, radio/tv stations in America will be less hostile the further one gets away from Locke, and worldwide it's roughly America-> rest of NA->Europe/Latin America/Africa->Asia on a scale from negative to positive treatment, though that of course is only a rule of the thumb. The interest in Africa and South America is not terribly high, but especially Europe and the Arabic-speaking countries as well as some parts of Asia (especially India, Indonesia, Japan/Taiwan/Korea) are pretty interested and largely friendly towards the numbered. German and Austrian outlets will be very interested in numbered interviews/etc and mostly friendly, at the worst neutral.

Mafia

Other: Those mafia goons that can be met in the streets are equipped with guns, generally, with the night-time gangs carrying harder-hitting and more expensive ones. The gangs no longer necessarily contain a fully-human leader - some do, but most teams are now comprised solely of animal-spliced members.
An increasing number of their goons are genetically altered and spliced with animals, and come in several types:
٭ Dog-people - tend to be used as trackers and feature heavily in groups that actively hunt the Numbered. A little more durable than the average human,but nothing spectacular. Typically look fairly ordinary, but can be identified by long tongues, canine teeth and a great line in puppydog eyes.
٭ Cat-people - actually based on big cats, mainly jaguars. The same type that have been used a lot by Albero before - they're very fast and stronger than normal humans and come complete with night vision.
٭ Bear-people - tanks. Extremely durable, tend to favour beating victims to a pulp over using firearms. Also tend to have bear claws and excessive body hair.
٭ Snake-people - less common than any of the above, tend to hang back during fights and only move in to attack a downed victim. They have forked tongues and fangs that inject poisonous venom. NASTY AS HELL.

German and Austrian police and military
Location: Germany and Austria, though they can also be found abroad when there is need for it, when they are stationed there or as a part of NATO/UN peace corps troops.

Other: There is a joint venture of both police forces called Numbered Special Commission Group, which works roughly like this: The police can commission "civilians" for single actions when there's immediate danger that someone else can combat better (ask a lorry driver to block a highway to stop someone driving the wrong way) or with certain tasks that are better performed by others (towing). The numbered special commissioned group is a mix of both, a bit alike to the voluntary part of the rescue dog unit.
It is a steady group with formal sign-up (though constantly open to new members and open to people dropping out of it, as well as a possibility to not sign up with one's own name if the person absolutely doesn't want to (formally it's a personal safety thing, if someone's life and well-being would be endangered by the reveal...)) and offering expense allowances, but people that sign up with it won't be a formal *part* of the German or Austrian police, only commissioned by it.
